จากป้ายบอกว่า หลวงจีนฟาเหียน(Fa-Hien) และ พระถังซัมจั๋ง (Hiuen-Tsang) (ซึ่งหลวงจีนฟาเหียนเดินทางมาก่อน พระถังซัมจั๋ง) ทั้งสองท่านต่าง บันทึกไว้ว่าเป็นบ้านของท่านองคุลิมาล(ก่อนบวช) (The stupa of Angulimala) (บ้านของภัคควะพราหมณ์ผู้เป็นบิดา พระองคุลิมาลเถระ)
แต่อีกความเห็นในป้ายก็บอกว่าเป็น 'Hall of Law' ที่พระเจ้าปเสนทิโกศล ทรงสร้าง (พระเจ้าปเสนทิโกศล หรือเรียกอีกชื่อ พระเจ้าประสันชิต Prasenjit)

PAKKI KUTI
This monument, located in Maheth known as Pakki Kuti, is a excavated remains of a stupa. It is identified with the stupa of Angulimala as referred by famous Chinese travelers Fa-Hien and Hiuen-Tsang. It is also stated to have been built as 'Hall of Law' in the honour of Lord Buddha by king Prasenjit.
The structure has undergone through a number of subsequent alteration and addition.
It appears to be a terraced stupa built on a rectangular plan. The supports and drains were provided to the structure as a preventive measure during the time of excavation.
The general layout of the structural remains represent constructional activities of different periods of which earliest may be assignable to Kushana period.
